State law requires the Redevelopment Plan to conform to the Citys General Plan at the time of adoption of the Redevelopment Plan and from time to time thereafter. That is, at any particular time, the land uses allowed by the Redevelopment Plan will be the same land uses that are allowed by the Citys General Plan that is in effect at that time.
