If it have been rainy for over 2 hours you do not have to water the garden. If it is a rain as part of a thunderstorm or the day after a thunderstorm the garden will need watering because precipitation during a storm is sporadic and usually insufficient for a garden’s needs. Test the soil but digging beneath the surface 1-2 inches at the garden to determine if the day’s rain actually watered the garden sufficiently.
