No, participation in this program is optional for a PSA. If a PSA elects not to serve lunch, the PSA is encouraged to determine the number of students who would qualify for free or reduced lunch. The number of qualifying students is used to determine funding levels for various other state and federal programs (Title I, At-Risk, etc.).
