Yes, a physician is required to permit a patient or a representative to examine his/her medical records without charge, so long as the patient has signed and submitted a request. The request must be dated no more than sixty days prior to the date that it is submitted. One exception: If the physician has determined for clearly stated treatment reasons that allowing access to the records is likely to have an adverse effect on the patient, the physician may instead provide the record to another physician of the patients choosing.
