Yes, a person has to be trained in 49 CFR and the rules of 49 CFR to use the IATA regulation for commercial air shipments, to, through, or from the United States. 49 CFR, Part 171.22, 23, and 24 is what’s going to allow the use of IATA. In other words, IATA may be used as long as the rules of 49 CFR are followed to include the training and record keeping requirements. The major training difference is that IATA recurrent training must be conducted within 2 years.
