Does a low tempo limit the potential for great musical composition?
There are infinitely many possibilities for musical expression within a low tempo song, infinitely many different melodies and infinitely many chord progressions, an infinite number of different sounds can be used. However, at a higher tempo, all this is still true, but the fact that the tempo is higher means more notes are heard, so there is more information.
