No, they do not need to be a member. But there are a lot of advantages of being a member of the Forum. As a full member, you have voting rights, you can be part of the development team that creates and reviews the TL 9000, and you will have viewing privileges of the Telecom Industry Metrics Trend Reports (TIMTR).
