Does 10 lbs dumbbell mean 10 lbs on one side or total of the set?

If you’re holding two 10 pounders, one in each hand it counts as 10 for each side, even though you’re lifting a total of 20 lbs. I’m not sure if that’s what you’re looking for. I do seated shoulder presses with a 40 in each hand and I don’t count it as an 80 lb press. I could it as doing presses with 40lbs.
