Dodge Caravan has blinking dash lights and sluggish starter?

Our Dodge Caravan 98, had blinking dash lights and a sluggish sounding starter motor. I thought it might be the battery or connections but they’re all polished and clean. I took the cables off the battery and doubled cleaned them instead. As we drive along the lights blink and over bumps the air conditioning will start to blow stronger then another bump later it will blow quieter. I cannot see any loose wires nor can I see the starter motor to check its connections. I know there’s a Dodge guru out there that knows. Thanks A: have the alternator checked out It could be a loose fan belt, or a bad alternator.
