It is preferred that the delegates who attend are current 4-H members. Youth who already participate in 4-H are aware of 4-H expectations, roles and guidelines. Youth who have participated in 4-H programming fit more easily into the 4-H “culture.” It is also safer for you or the adult who is chaperoning youth with a 4-H background; all parties have a pretty good idea of what behavior to expect from that youth. Congress can be an incentive to older 4-H members offering expanded experiences beyond their local level. We would suggest that youth selected to participate have an awareness of and strong commitment to 4-H programming, ideals and goals.
