It is absolutely polite and proper to wish someone else a Happy Anniversary if you know the couple, this holds especially true for close family members. I always wish my parents a happy anniversary and they wish me the same as does my mother-in-law. My best friend always wishes me a happy anniversary and I would do the same for her if she were married.
