Do you think Wolverhampton should twin itself with the dismal American rustbelt city: Buffalo, New York?
Never been to Buffalo, but by your description I would say that it is a close approximation to Wolverhampton, where I have visited. Yes twin the two together as in the long run it will save both cities money… Twinning is claerly only an excuse for the mayor/councillors of said city to go an all expenses paid trip (holiday) to the twin city. If both cities are dire neither mayor will want to visit the other more than once.
