I happen to use small indoor Xmas lights instead of lamps or overhead lights in my home year-round. I prefer it to bright lighting, and it actually uses LESS energy. Keep in mind that I only light the area I am using. I do, however, believe that if people are using them just for decoration along with all of the other lights in their home, sure it could have an effect.
