No, CPS has not failed but the governmental body has failed. For CPS to remove a child they have to have hard-core evidence thus mental and emotional abuse (which are the most common and tend to lead to other types of abuse ie sexual and physical) are near to impossible to confirm. Look at the polygomist compound in Texas, CPS removed, couldn’t make the charges stick, had to give back the children, and then got bashed by the media. CPS can’t win!
