It differs country to county, but in the US, you can freely perform a cover version of a song except at venues with an ASCAP license–which may require you to pay royalties, be an ASCAP member, or be in the musicians’ union.  But at venues where you play for free, there are no rules to prevent you.

Legally, you have to make sure all the licensing agreements and such are taken care of.  As far as morally, play the hell out of it, make them come find you.

Never. If you want to sing, sing. If you want to rap, rap. Let your voice be heard. You may be surprised how many people enjoy your talent. Even if you dont sound good, practice makes perfect.

This varies depending on country and/or state but as long as you are not profiting from it directly and in a public setting like a street corner or a park then you should be okay. However, If you are performing at a venue or facility which has a copyright music license (e.g) ASCAP, then you may be required to pay a fee(s). This is only because if that venue has registered with ASCAP, they’re legally obligated to make note of the music of any artist covered by ASCAP which has been played within their establishment.
