If you are referring to the United States of America, You are very wrong.  In most states you do not need a license or permit to buy a firearm from a friend or stranger.  The only time you must complete any paper work is when you purchase a firearm from a Licensed Dealer.  You can still purchase firearms from private citizens (non-dealers)  at gun showes.  All you need is the looks or ID that says you are at least 21 years of age.
