Do you mean planters were attached to the terrazzo with an adhesive of some sort, or literally set in concrete? If an adhesive, a strong aromatic solvent should remove it (xylene for example). If cement, then you might be able to use a dilute muriatic acid to dissolve it, then re-hone the terrazzo, which might need to be done by a company that has the equipment to do so.
