Generally either your own wireless router, hotel/motel wireless, or other wireless hotspots. If you are looking for something that would work almost anywhere, you would need a data plan from a mobile phone provider with either cell PDA/phone tethered with USB or Bluetooth, or usb/pc card/express card data device. Even if your cell phone does internet, it is unlikely to work with a laptop or other external PC without a data plan.
