yes u do have to beat the elite four in order to catch latios or latias. and no u cant catch both of them it depends after u beat the elite four the ur mom asks u what color the flying pokemon was and it gave u a choice of red or blue which ever color u picked is the pokemon that will appear. and latios or latias appear randomly in the region u cant find it in a specific area.to get both of them u would have to trade the one u dont have to ur game.
