No. Consider how you will use ArcGIS Online or Bing Maps with MapIt features to determine if you need to purchase a subscription or license. First, we’ll take a look ArcGIS Online and Bing Maps services then we’ll cover how they relate to MapIt features. To use ArcGIS Online you may purchase an annual subscription for access to a service or bundle of services. You can use free map services, premium map services, and free task (geocode, routing) services. Premium map services always require an annual subscription.
