Covenant loyalists. The elites were kicked out of the covenant and replaced by the Brutes in Halo 2 because they failed the prophet Truth, so the Brutes follow the Prophets and the Covenant. The separatists make their appearance in Halo 2 when you you play as the Arbiter and your enemy are the armorless Elites.
