Connect in series for current and parallel for voltage measurement. Note that since what you are measuring is actually the combined resistance of your resistor and the meter, you should use a low-resistance meter for current measurements (so that your meter is not blocking the current you are trying to measure) and high-resistance meter for voltage (so that your meter is not lowering the overall voltage potential across the resistor).
