If there are a lot of illegal immigrants, terrorist trying to cross borders can disguise themselves as illegal immigrants. That way, if the get caught, they simply get returned to base rather than being checked out as they would be if they tried to get in where there were not lots of others. It is not the immigrants themselves who are terrorists, it is the conditions they create that hide terrorists.
