Here “dressing down” means to dress in a way that’s seen as non sexual, basically wearing a guys clothes. But I can go by your definition too. All rape cases I’ve got personal knowledge about says that it doesn’t matter how you dress, you are still at risk of getting raped. But, women on their way home from a night out (most often wearing skirts and dresses) are also more at risk because they are drunk, the skirt/dress gives easy access and the guy have most likely seen them earlier on at the pub/bar/restaurant and followed them. Another great risk factor is date rape and most women do put on a skirt or dress when they go on a date. To dress down by your definition is to dress like a **** and I doubt any woman thinks that dressing like a **** is safer. It’s very likely that there is some confusion around the definition of “dress down” and that the women think of pants and big shirts where you think of short skirts and low cut tops.
