Do women in their early twenties not desire physical/sexual activity?
That has nothing to do with women’s sexual activity in their early twenties. That is her own choice and what a gentleman you are for respecting that. Her wearing revealing clothes has nothing to do with her sexual behavior. Just tell her how much you love being around her and that you want to take the relationship further but be careful not to put her under pressure. You will reap the benefits in the long run :-). In the meantime there are other things you two can do without having sex. There are other options of which you both can look at i.e: Oral sex? Again communication is the key. You both need to talk more about these things.
