The Marine Mammal Protection Act forbids whale-watching boats from cutting off the path of a whale, following too closely, or in any other way changing the whale’s travel path or behavior. Commercial whale-watching boat captains are very responsible in this regard. They even report private boats when they get closer than the prescribed distances, and the authorities follow up on those reports.
