this conservative told me, we owe them but then we really dont he said allied countries basically all put money in a pot, and whenever a country is in some crisis or goes to war, that country takes some out of the pot… so technically we owe them…but if china ever went to war, it would be canceled out anyways or something so his point was, we owe them, but we dont have to pay them anytime they want , only if they go to war or something then we have to help pay…
