Different Villain groups have different weapons and tactics that will dictate their attacks against you. Different villian groups will also be more likely to use specific kinds of powers and have particular weaknesses you may discover as you run up against them. Therefore, they will behave differently and you will need to approach them in different ways to defeat them.
