Do UC graduate schools admit applicants from outside of the US?

At this time because of the budget crisis UC schools are accepting almost no out of state candidates for graduate school. My daughter was offered a PhD admission at Berkeley and then they withdrew the offer. They said they had to conserve their resources for California residents. While my daughter went to high school in LA, she is in grad school now in the east. As well, I have heard the profs at the UC schools just got a 15% pay cut, all the best ones are leaving and they are all sending out resumes. Also consider that US schools cost as much as a private school for an international student. Therefore, I suggest you stick applying to private schools like USC, Stanford and the like.
