You do not need a license or permit to buy and hold gold for personal purposes. If you are operating a business, you may need a license. Visit City Hall or contact the Chamber of Commerce in Oklahoma city. I operate a computer repair business. However, I have so store or public shop, I go on site, so essentially I operate out of my truck. Since I have no store or place of business, I do not need a license where I live. If I had a computer store, or even a walk-in repair shop, I would need a license in my community. Your mileage may vary.
