Yes. This is a fundamental of youth protection within the policies of the Boy Scouts of America! When a single scout or small number of scouts from a troop wants to attend can they be assigned to a troop that has two-deep leadership!

Yes. This is a fundamental of youth protection within the policies of the Boy Scouts of America! Clearly, if a father and son are participating, two-deep is NOT required. YOU are responsible for adult leadership for your scout.
