Do they have any problem settling pigeons in Sun City after they come out of the 30 day quarantine within the lofts?

For the first two or so weeks when the birds come out of quarantine they have a soap like substance placed on one wing. The pigeons cannot fly but can walk all around the roofs of the lofts. Once settled they remove the substance and the birds start to fly. This does not hurt the feather at all.
