Yes, the vouchers may not supplant state or federal program funding. For example, if a district submits receipts for voucher reimbursement of items (hardware/software) or services (professional development or technology support) purchased with funds from a federal program, either the items and services purchased with those federal funds must remain in and directly benefit the program or the reimbursed funds must be returned to the program for the duration of the settlement period (ending July 2012).
