VHA Handbook 1058.2 became effective on May 4, 2005. The Inquiry and Investigation procedures contained in Handbook 1058.2 do not apply to research misconduct cases that were opened prior to that date. However, if an ongoing Investigation is completed sometime after May 4, 2005, the Adjudication and Appeal procedures set forth in Handbook 1058.2 are applicable. In such cases, ORO reviews the case for procedural conformance with the prior policy, VHA Manual M-3, Part I, Chapter 15.
