Do the Small Business and eBusiness Software packages come with keys, and work with inbound AND outbound files?
Both Software allow you to generate your own key pairs. The Small Business version comes with less features than the eBusiness version. Depending on the processes you need to automate, the eBusiness version could be required. Both software can be used to encrypt and decrypt messages (inbound and outbound). The eBusiness version comes with logging features, policy management, Self-Decrypting Archives, and a lot of other features. If you just need to encrypt and decrypt files, the Small Business version should be enough.
