The other Sailor Senshi do not become Eternal Sailor Senshi in the anime. The highest level they reach is Super Sailor Senshi. However, in the manga, they do become Eternal Sailor Senshi, like Eternal Sailor Moon. Here’s a picture of the Eternal Sailor Senshi.
