Do the procedures in Q & A #4 also apply when the registering HRO is unable to establish contact with a registrant?
Yes, but only after the HRO has exhausted all reasonable means of establishing contact. The method of last resort is to send a certified restricted delivery letter with return receipt requested to the registrants last known address. The letter should instruct the registrant to contact the HRO within 3 business days of receipt. If the letter is returned undelivered, or if the registrant signs the receipt but does not respond within the time allotted, the registration should be deleted until contact is reestablished.
