Yes, if a merchant is storing, transmitting, or processing credit card data, they must comply with the PCI regulations. Some of the SAQ questions will not apply if there is no broadband internet connection, but many of the access controls and processes are still applicable. Please contact the PCI-SSC or your credit card processor for assistance in determining the proper SAQ to fill out.
