Do the new rules apply if I transfer to a new program in 2005 without having completed my original program I started pre-2005?
No. If you have not completed your current program and change to a new program at the same level (i.e. undergraduate to undergraduate, or postgraduate to postgraduate), you are still considered to be a pre-2005 student unless you discontinued your enrolment without formal leave of absence or allowed your enrolment in the original program to lapse.
