Do the new rules apply if I complete an undergraduate or postgraduate program in or before 2004, and begin a new program in 2005 or later?
Yes – generally, if you complete your program in 2004, and gain a place in another undergraduate or postgraduate program in 2005 or later, the new rules will apply, including the new payment conditions.
