Generally, no. As long as there is adequate lighting provided, no source of electricity is needed.

It simply depends. There are some cases [when] for example, the guitar may be appreciated more fully with minor amplification. If a soloist is singing, a microphone and PA system will be required. If a pianist is asked to play or provide electronic keyboards for the event, he/she will require amplification and electricity. Portable amplification requires an additional cartage fee.

Depending on the time of event and the location, yes. This may be something to consider when planning the set up for the musicians (have an electrical outlet close by for the stand lights). This also is best done prior to the event day, as to avoid any last minute confusion.
