No. PHIPA permits health information custodians to disclose personal health information, without consent, to prescribed registries for purposes of facilitating or improving the provision of health care. This means that the Ministry and laboratories, who are listed as “health information custodians” under PHIPA, may disclose personal health information to ColonCancerCheck so that ColonCancerCheck may improve Ontarians’ access to colorectal cancer screening. To ensure your personal health information is protected, ColonCancerCheck must put into place privacy practices to protect the personal health information it receives. These practices are reviewed and approved by the Information and Privacy Commissioner/Ontario.
