They do but many are immune to prosecution from speeding, interfering with speed limiting devices and drivers hours record keeping offences as there is no way to fine them, make them turn up to court or to endorse their licences. The government has been working with other EU countries for sometime to get this sorted and has done with some countries already. One of the few ways is to arrest and detain them but speeding alone is not arrestable for, I believe, where as drink driving and causing death by dangerous is and so they do not get away with those.
