No. This is a rumor started and supported by unknowledgable or dishonest people. The truth is the competitive carriers are much larger customers of the Incumbents than any individual business and therefore, have access to much higher and faster escalation than any individual business could ever get on their own. In addition, there are laws set in place by the Telecommunications Act of 1996 which make incumbents adhere to specific resolution time frames, non competitive behavior, etc.
