Do the DoD EVM requirements flow down to subcontractors?
A. Yes, the EVM requirements flow down to the subcontractor if the subcontract is valued at or greater than $20 million. Subcontractors with contracts valued at or greater than $50 million are subject to the EVMS validation requirement. In accordance with the DFARS clauses, the prime contractor identifies the major subcontractors in its proposal. The government then determines, and specifies by name in the prime contract, which of those major subcontracts must comply with the EVM requirements.
