Do the Council or Police have a duty to move unauthorised encampments on when they are camped on private land without the landowners permission?

If they are on private land it is primarily the landowners responsibility to deal with the issue. The Countywide Traveller Unit will provide advice and help if asked to do so by the landowner. The Police will of course tackle all reports of crime (but not trespass) wherever they are reported.
