The amounts listed are average rates of those currently enrolled in the program statewide. The rates are bottom-line rates and represent the State’s portion of the payment after the third party offsets. They do include the amount anticipated for day programs. We combined the residential and day amounts for ease in calculating the cost to the State of converting services for an individual in a non-Medicaid program to the CILA program. These amounts are to be used to establish estimates for the overall proposal. Once a proposal is at the point that both the provider and the Division can move forward, the provider, working with the PAS/ISC agencies, will submit applications for each individual. At that time, exact rates will be developed and the final cost analysis will be reviewed for approval. Payments for day and residential components will not be combined following the conversion.
