Do the changes to Regulation 112 affect the promotion without advertising of Graduate Administrative Assistants (GAAs)?
A. No. The provisions which allow agencies to promote GAAs who have been advanced to ASO3 or RO1 classifications to higher classifications without advertising in the Gazette still apply . Agencies should note that the GAA advancement provisions of Regulation 112 cease to apply when agencies adopt the new APS classification structure through Certified Agreements. With the introduction of the new APS classification system, a GAA will be translated into a Graduate APS. On successful completion of a relevant course of training as determined by the employing Agency Head, a Graduate APS will be advanced under the provisions of s.53A of the Public Service Act 1922 to an APS 3. Any further movement will be subject to arrangements established in agencies’ Certified Agreements through use of broadbands, either across the agency or for individual positions. Agencies who are moving to the new structure shortly before the likely advancement of GAAs employed in 1998, may wish to consider delaying th
