For example, if in exporting a regulated article to Mexico City, the article were moved via St. Louis and Dallas, an interstate movement permit would be required for the movement of the article between St. Louis and Dallas. If the article were exported directly from St. Louis to Mexico City, an interstate movement permit would not be required. The USDA’s Agricultural Marketing Service regulates the exportation of both genetically engineered and conventionally bred tobacco plants under the Tobacco Plant and Seed Exportation Act.
