Kings and Queens are allowed to Wage War against Counties from their Kingdom as often as want and are not affected by the Warfare anti-pummeling. Regarding casting Maleficent spells and performing Operations, Kingdom Kings and Queens are affected by the Sorcery and Roguery anti-pummeling system.
